§ 9006. Constitution of the Assembly of Delegates

In its inaugural session, the Assembly of Delegates shall elect from among its members and by secrete vote, the President, Vice President, Secretary, and Sergeant-at-Arms, who shall constitute the directive body of said Assembly.

In its inaugural session, in addition to the directive body, nineteen (19) delegates shall be elected to the Executive Committee of the Assembly of Delegates, as provided below:

(1) One (1) member of the Legislative Branch by and from among the delegates of said branch.

(2) One (1) member of the Judicial Branch by and from among the delegates of said branch.

(3) Twelve (12) members of the Executive Branch by and from among the delegates of said branch, as provided below:

(a) Eight (8) members by and from among the delegates of government entities with four (4) or more delegates to the Assembly.

(b) Two (2) members by and from among the delegates of government entities with two (2) or three (3) delegates to the Assembly.

(c) Two (2) members by and from among the delegates of government entities with one (1) delegate to the Assembly.

(4) Two (2) members of the sector of members with life insurance and depositor retired members by and from among the delegates of said sector.

(5) One (1) member of the delegates corresponding to the municipalities.

(6) Two (2) members by and from among the total delegates of the Assembly.

Delegates elected to the Executive Committee shall be called to their first meeting by the President of the Assembly of Delegates within five (5) days after the holding of the inaugural session in which the President, Vice President, and Secretary shall be elected. The meeting shall be presided by the President of the Assembly of Delegates who shall act, by him/herself or through his/her representative, shall be an ex-officio member with voice of the Executive Committee and all the Committees of the Assembly. The Executive Committee shall adopt bylaws for its internal operations.

The seven (7) members of the Ethics Committee and the Governing Boards of Subsidiary Corporations of the Association shall be elected at a special meeting of the Assembly of Delegates called for such purposes. The date of said special session shall be decided at the inaugural session of the Assembly of Delegates and be held not later than ninety (90) days after said session.

The Assembly of Delegates shall have an Ethics Committee composed of seven (7) members elected by a majority vote of its members cast by secret ballot at a special assembly. The Committee shall oversee the conduct of the members of the Assembly of Delegates and the correctness of their actions.
