Any purchaser or owner of a timeshare, vacation club right or accommodation who understands that his rights under this law have been violated may file the corresponding complaint in the Department of Consumer Affairs, which will proceed to consider the same in accordance with the powers and authority granted to it by law. In every proceeding commenced by a purchaser or owner of a timeshare, vacation club right or accommodation in the Department of Consumer Affairs, the Company may be deemed [an] indispensable party.
