The Administrative Director shall be appointed by the Secretary of Justice and serve at his discretion.
The qualifications required of the Administrative Director shall be the same as those required of Registrars and, should a Property Registrar be appointed Administrative Director, said appointee shall retain, for all legal intents and purposes, his office, status and rights as a Registrar while he serves as Administrative Director.
The designation of a Registrar as Administrative Director shall relieve the designee from the performance of any registry duties arising from his position as Registrar, which shall continue to be suspended while he serves as Administrative Director, except when, in case of an emergency, the Secretary of Justice orders him to undertake said duties.
If the Administrative Director leaves his post and is reinstated in his position as Registrar, it shall be understood that when all the positions are filled, the number of Registrars permitted by law shall be increased by one.
The Registrar who has been appointed Administrative Director shall earn the salary corresponding to the latter office and, when he leaves this position, he shall continue to receive the salary of a Property Registrar.
The designation of a Registrar as Administrative Director shall have no effect on the term of his appointment as Property Registrar.
The position of Administrative Director shall be one of trust and the rest of the personnel required to run his office shall be career employees.
