The Board shall initiate and carry out surveys, researches, experiments, tests and demonstrations of a financial, technical and social character, and shall, by means of an annual report and other reports, place the results thereof at the disposal of public and private agencies, for their use. In conducting its activities, the Board shall pay special attention to the low-cost housing problem.
