Rule 2.1. General Administrative Judge and Administrative Judges of Parts for Matters Concerning Minors—Administrative organization

The Chief Justice shall also designate a General Administrative Judge for Matters Concerning Minors, from among the judges of the Court of First Instance appointed by him to deal exclusively with proceedings covered by Act No. 97 of June 23, 1955, who shall have the responsibilities and powers hereinafter established.

The Chief Justice shall also designate from among said judges, an Administrative Judge for Matters Concerning Minors in each part of the Court of First Instance who, in conformance with the administrative organization herein established for matters concerning minors in each of said parts, shall be responsible to him, under the supervision of the General Administrative Judge for Matters Concerning Minors, with respect to administration thereof, for the due operation of said part in all matters concerning his jurisdiction. The Administrative Judge for Matters Concerning Minors of a part where more than one judge has been appointed to entertain such matters, shall distribute the work, and assign said matters to himself and to the other judges sitting, subject to the direction of the Chief Justice.

The Chief Justice or the Administrative Court Director by delegation of the Chief Justice shall designate in each part of the Court of First Instance the administrative personnel who shall render services in said part in connection with matters concerning minors. The officers and employees thus designated shall be under the direct administrative supervision of the Administrative Judge for Matters Concerning Minors of the corresponding part.

Whenever any one of the judges appointed to deal exclusively with matters concerning minors would have to entertain such matters also in another part of the Court of First Instance where no regular judge has been appointed to take cognizance thereof, he shall likewise act as Administrative Judge.

The General Administrative Judge for Matters Concerning Minors subject to the direction of the Administrative Director of the Courts shall be in charge of supervising the Program for Minors of the Court of First Instance and its coordination and development within the philosophy of Act No. 97 of June 23, 1955.

The General Administrative Judge for Matters Concerning Minors, in coordination with the Administrative Judge for Matters Concerning Minors of any of the parts of the Court of First Instance, shall preside [at] hearings and perform other functions in said part relating to matters within his jurisdiction; and he shall act as Administrative Judge for Matters Concerning Minors in any of said parts in case of vacancy, absence or disability of the corresponding Administrative Judge.
