§ 1916. Powers of the Secretary of the Department of Agriculture

The Secretary of the Department of Agriculture is hereby empowered to enter into agreements with other Commonwealth and federal government agencies as well as non-governmental organizations for the study, administration and management of the Valley of Yabucoa.

Likewise, the Secretary of Agriculture is hereby empowered to establish the regulations needed to perform the duties and functions imposed by this chapter. Said regulations shall comply with the provisions of §§ 2101 et seq. of Title 3, known as the “Uniform Administrative Procedures Act”.
