Drawings shall be public and shall be made by using numbered balls and in accordance with the system or method that the Director of the Bureau of the Lottery and the Secretary of the Treasury may deem most convenient and effective for such purposes. The regulation shall clearly particularize the operation of the system chosen, which shall conform to norms of the strictest impartiality and shall be conducted in the open and at random both in the selection of prizes and in the wining tickets.
