(a) Procedure for the filing and publication of regulations. — The regulations adopted by the Secretary will be submitted to the Board for evaluation and consideration. The Secretary shall process those regulations together with the Board’s report to the Legislature and unless they are not approved by it, they shall take effect sixty (60) days after being submitted, if the Legislature is in session or if in recess, thirty (30) days from the beginning of the regular session following their filing.
An original and two (2) copies of the approved regulations in the Spanish language shall be filed at the Department of State as soon as possible. The Secretary shall give notice to the public that the regulations and amendments thereto have been adopted by publishing a synthesis of the contents of each of the regulations, stating the dates of approval and effectiveness, in one or more newspapers of general circulation in Puerto Rico.
The rules related to the internal administration of the Additional Lottery are hereby excluded from this procedure.
(b) Operational regulations. — The rules and regulations adopted by the Secretary for the operation of the Additional Lottery shall include:
(1) The type of game that is to be adopted and the form and manner of playing it.
(2) The price of the ticket that indicates the number played.
(3) The number of prizes and the amounts thereof.
(4) The methods used to select the winning numbers.
(5) The way the prizes shall be paid.
(6) The frequency and date of the drawings.
(7) The place or type of business where the tickets can be sold.
(8) The amount of vendor’s commission.
(9) Any other matters that are necessary and convenient for the efficient operation of this lottery or for the public’s convenience.
