The Police of the Government of Puerto Rico shall be in charge of the preservation of peace and order in the public cockpits of Puerto Rico, as provided by this chapter. Any cockpit operator shall send a petition to the police station corresponding to the area in which the cockpit is located and shall include the calendar of the cockfighting season together with a request for a police officer to be assigned to said facility once the same begins its operations or, at least, for the cockpit to be included in the surveillance patrol program of said police station. Patrollers shall enter in the cockpits and sign a register to be provided by the Sports and Recreation Department, which shall be under the custody of the registration judge. Said petition shall be sent with return receipt requested.
