The course and decision of cockfights corresponds exclusively to the pit judges. Only the owner of a gamecock may object the judge’s decision before the Cockfighting Affairs Office of the Department. The owner of a gamecock shall inform the pit judge, at the time of the decision, that such decision shall be contested. The pit judge shall retain both bets and shall send them to the Department together with a detailed report specifying the reasons on which his/her decision was based. The owner of a gamecock affected by a decision of the pit judge shall also submit his/her objection in writing which shall contain a relation of the facts indicating his/her version of the contested decision. Said reports shall be submitted within five (5) calendar days to the Sports and Recreation Department. The pit judge shall recognize as the owner of a gamecock that person under whose name the cock is registered in the Cockfights Register. The rules of this section shall also apply to decisions made by the registration judge with respect to objections presented before the Cockfighting Affairs Commission.
