It shall be understood that this chapter provides for an additional and alternative method to effectuate the things herein authorized and shall be held to be supplementary and additional to all powers conferred by other laws, and not as revoking or repealing any powers now existing under any other law; Provided, however, That the issuance of revenue bonds or conversion revenue bonds under the provisions hereof shall be subject to the provisions of §§ 581—595 of Title 7, but shall not have to comply with the requirements of any other law applicable to the issuance of bonds.
