§ 787. Agricultural Experiment Station of Gurabo—Agricultural reserve

(a) Declaration of public policy.— Agriculture is an activity of vital and critical importance for the economic wellbeing of the Island. The Legislative Assembly of Puerto Rico recognizes that the lands that comprise the Gurabo Agricultural Experiment Station have physical, topographical, and geological characteristics which are ideal for agriculture and should be used exclusively for agricultural production and for the development of studies and research that promote and benefit this activity. Therefore, it is hereby established as the public policy of the Commonwealth of Puerto Rico the protection of the lands comprising the Agricultural Experiment Station in the Municipality of Gurabo. Moreover, such lands are hereby declared as “Agricultural Reserve” given their capability of producing high agricultural yield and their research value. It shall be the duty of the Government of the Commonwealth of Puerto Rico to prevent the use thereof for other purposes.

(b) Demarcation of the agricultural reserve.— The Agricultural Reserve created in subsection (a) of this section shall be comprised of important agricultural lands in the Agricultural Experiment Station of Gurabo. The Planning Board, in coordination with the Department of Agriculture and the School of Agricultural Sciences of the University of Puerto Rico, shall demarcate all the lands that comprise the Agricultural Reserve and establish the specific limits of the geographical area that shall be designated for agricultural use. Said entities shall also conduct the necessary studies of the farms located within the Agricultural Reserve to classify the lands for the purpose of reserving and allocating said farms for agricultural research, study, production, and development.
