The Chancellor of the University of Puerto Rico is hereby authorized to receive funds from any natural or artificial person or any private institution in Puerto Rico or any other country, to be matched by the sum appropriated by §§ 782—786 of this title. The moneys thus accepted shall be covered into the trust fund created by such sections.
