It is hereby provided that the pilot plant for rum, alcohol and its derivatives for which funds [were] appropriated by § 1 of Act May 11, 1948, No. 162, and which was created under §§ 777—778 of this title, shall operate under the same laws and regulations which cover the research laboratories of the Agricultural Experiment Station of the University of Puerto Rico, and that neither said rum pilot plant nor the directors thereof shall be under obligation to comply with the requirements or instructions of the Bureau of Alcoholic Beverages of Puerto Rico, the Secretary of the Treasury, the Public Service Commission, or other governmental entities whose rules may be in conflict with or in any form inhibit or interfere with the necessary freedom of action, as may be determined by the directors of the research and experiments to be carried out in said rum pilot plant, in the course of the studies to be made for the enforcement of the purposes of §§ 779—781 of this title.
