The Secretary of the Family shall have the powers and authority necessary and convenient to enforce the provisions and achieve the purposes of this chapter. He or she may contract, reach agreements, and coordinate with government and nongovernmental agencies and entities, and the Judiciary, as well as with other public and private institutions.
