The sum of five thousand dollars ($5,000), or so much thereof as may be necessary, is hereby appropriated from any moneys in the state treasury not otherwise appropriated, for paying the expenses in connection with the appointment and functioning of the commission, as provided in this act, until the moneys necessary for meeting the expenses thereafter incurred by such commission, may be assessed, levied and collected in the municipalities within the port district as hereinbefore provided; and such sum, or so much thereof as may be necessary, shall be paid by the state treasurer on the warrant of the comptroller upon the order of the chairman of the port commission.
