The state or city shall be empowered to make grants of money or property to the corporation for the purpose of enabling it to carry out its corporate purposes and for the exercise of its powers, including, but not limited to, deposits to the capital reserve fund to assist the corporation in maintaining the said capital reserve fund in the amounts required by section thirteen. Nothing in this section shall be interpreted as implying that in the absence thereof the state or city would not be empowered to make such grants to the corporation.
