Section 9-604 - Interpretation of law - In general(a) Except as otherwise provided in this section, this subtitle shall be interpreted liberally to allow a district to carry out the purposes of this subtitle.(b) This subtitle does not limit the powers of the Department of Natural Resources or the Department of the Environment.
