Section 10-2-108 - Manuscripts of daily proceedings - Journals(a) Whenever the daily proceedings of either house of the General Assembly shall be made up in manuscript form, the manuscript shall be signed each day by the presiding officers of the respective houses and attested by the secretary or clerk thereof.(b) In addition to the transcribed record of the journals of either house, the manuscript proceedings shall also be filed in the office of the Secretary of State, which manuscript proceedings shall be kept and preserved by the Secretary of State.(c) A certified transcript of the proceedings of each house of the General Assembly shall be filed with the Secretary of State as a public document and shall be made available in the office of the Secretary of State for the inspection of any citizen requiring information therefrom, but the journals shall not be printed by the State of Arkansas.Acts 1875 (Adj.
