Rule Administrative Order No. 19 - Supervision of Court Reporters

Pursuant to the Vermont Constitution, Chapter II, §§ 30 and 37, the Supreme Court issues the following order, effective January 1, 1980.

The Court Administrator, with the advice of the Administrative Judge for Trial Courts, shall exercise general administrative control of court reporter services in the trial courts of Vermont as listed below. The Court Administrator is hereby authorized to exercise all powers necessary to ensure accurate and efficient preparation of verbatim transcripts of court proceedings including but not limited to the following:

(1) Employing and assigning stenographic reporters to make verbatim records of trial court proceedings;

(2) Establishing terms and conditions of employment including compensation, subject to the approval of the Supreme Court;

(3) Establishing fees to be charged for transcripts;

(4) Establishing standards of performance;

(5) Establishing procedures for performance evaluation including testing, and submission by court reporters of periodic reports of the status of work assigned;

(6) Disciplining and discharging stenographic reporters who do not satisfactorily perform their duties including recommendation to the Supreme Court that a current or former stenographic reporter be dealt with as for contempt for failure to complete a transcript within a reasonable time;

(7) Establishing a continuing education program for stenographic reporters including but not limited to seminars, practice dictation, maintaining a practice dictation tape library and testing at various dictation speeds;

(8) When appropriate, installing electronic equipment for the recording of any trial court proceeding, appointing operators for the equipment and appointing individuals to transcribe the recording. The Court Administrator shall establish standards and procedures for the operation of equipment and transcription of proceedings; and

(9) When appropriate, installing equipment for computer-aided or other transcription of trial court proceedings. The Court Administrator shall establish standards and procedures for the use of such equipment and shall establish fees therefor.
