Rule 1 - General Provisions(a) This chapter shall be known and may be cited as the "Utah Rules of Criminal Procedure."(b) These rules shall govern the procedure in all criminal cases in the courts of this state except juvenile court cases. These rules are intended and shall be construed to secure simplicity in procedure, fairness in administration, and the elimination of unnecessary expense and delay.(c) These rules shall take effect on July 1, 1980. Thereafter, they shall govern all criminal proceedings commenced and, so far as just and practicable, all proceedings then pending. All statutes and rules in conflict therewith are repealed.
