The certifi cation order shall be signed by any justice or judge presiding over the cause or by a magistrate judge presiding over the cause pursuant to 28 U.S.C. 636(c). The clerk of the certifying court shall serve copies of the certification order upon all parties or their counsel of record and file with the Clerk of the Supreme Court the certification order under seal of the certifying court.
Upon the filing of a certifi cation order with the Supreme Court, the Clerk of the Supreme Court shall issue a notice of filing to all parties or their counsel of record at the address provided on the certification order. The notice shall inform the parties of the case number assigned by the Clerk, the date of the filing of the case, and the requirement to fi le preliminary memoranda in the case pursuant to S.Ct.Prac.R. 9.05.
