Rule 7.02 - Interim Stabilization Procedures
7.02.1 Effective Date.

Rule 7.02 shall become effective September 30, 1980 and shall expire on July 1, 1981.

7.02.2 Salary Computation Date.

The salary of each deputy and division clerk requested in the state budget shall be computed using the standard salary conversion formula contained in section 7.01.D.4 of this Rule and shall be based on the salary paid to the employee as of June 1, 1980 or as approved by the Committee.

7.02.3 Stabilization of Salaries.

Any salary increase granted to an employee after June 1, 1980 will not be included in the state budget request, except reported merit increases meeting the criteria set forth in the Interim Circuit Court Budget Committee memorandum dated June 20, 1980. The requested salary for each employee will be adjusted on July 1, 1981 by any cost-of-living increase granted by the General Assembly. The salary of an employee, which has been increased by an appointing authority above the amount requested and finally appropriated for that employee, shall be reduced on July 1, 1981.

7.02.4 Stabilization of Number of Employees.

The maximum number of full-time equivalent employees for each circuit to be converted to the state payroll shall be the number included in the FY 81-82 circuit court budget request. Circuits shall not employ additional full-time equivalent employees to be converted to the state payroll without the prior approval of the Circuit Court Budget Committee.

7.02.5 Stabilization of Standard Work Week.

The standard number of hours worked each week by an employee shall be used to compute the base salary of an employee. The standard work week of an employee shall not be increased without the prior approval of the Circuit Court Budget Committee.

7.02.6 Stabilization of Job Classes of Employees.

The assignment of job classes to employees for the purpose of this system shall be the sole responsibility of the Circuit Court Budget Committee. Any request to change or modify an assigned job class shall be made in accordance with section 7.01.B.10 of this Rule.
