Rule 16-801 - Compliance with Budget, Procurement, and Personnel Standards
(a)Applicability. This Rule applies to:
(1) the Office of Clerks of the Supreme Court, the Appellate Court, and the circuit courts,
(2) the District Court,
(3) the Administrative Office of the Courts, and
(4) units, other than courts, that are not part of the Executive or Legislative Branch of the State; and
(A) that are funded, in whole or in part, through appropriations to the Judicial Branch;
(B) whose budgets are subject to approval by the Supreme Court or the Chief Justice of that Court; or
(C) that are subject to audit by the Supreme Court, the Administrative Office of the Courts, or the State Court Administrator.
(b) Budget, Procurement, and Personnel Standards. All units of the Judiciary above shall prepare their proposed budgets and exercise procurement and personnel decisions in conformance with standards and guidelines promulgated by the State Court Administrator.
(c) Other Supervisory and Approval Authority. This Rule is not intended to limit any other supervisory or approval authority of the Supreme Court, the Chief Justice of the Supreme Court, the Chief Judge of the Appellate Court, the Chief Judge of the District Court, the Circuit and County Administrative Judges of the Circuit Courts, the State Court Administrator, or the Administrative Office of the Courts over units of the Judiciary subject to that authority.
