Unless excused from doing so by the judicial citizen review panel, the Department of Family and Children Services and any other agency directly responsible for the placement, care, and custody of the child whose case is under review shall require the attendance of the employee designated as responsible under the case plan or his or her immediate supervisor. The judicial citizen review panel may request the attendance of other specific employees of the Department of Family and Children Service's office or other agency at the panel review.
