Rule 20 - Record; Summary Transfer
(a) A record of the proceedings must be made by a method approved by the Supreme Court.
(b) Where it appears that the record of the hearing is insufficient, the trial court must summarily transfer the entire file to the superior court for a trial de novo. In a case under this rule, no appellate memorandum is required. Upon receipt of the file, the superior court must notify the parties with instructions as to further proceedings.
