In addition to its chairman, the commission may elect one or more vice chairmen, an executive secretary who shall be ex officio clerk of the commission, and such other officers and agents, including examiners, as the commission may, from time to time, determine. In the absence of the chairman or in any instance in which he or she may not be readily available, any of the vice chairmen, or any member of the commission designated by the executive committee, may act as chairman.
