These rules shall be effective on January 1, 1991, and any disciplinary investigation or proceeding pending on that date shall be processed under these rules except to the extent that, upon petition of the General Counsel or a respondent, the Disciplinary Board finds that an injustice or severe hardship would result, in which case the rules in effect at the time of the commission of the alleged offense shall apply.
