Section 10-1 - Specific Requirements

(a) Drill stem tests shall be made in accordance with the applicable requirements for such tests in the State of Wyoming Rules and Regulations for Oil and Gas Well Drilling.

(b) Prior to a drill stem test, representatives of the drilling contractor, the well operator, and the services company should establish the responsibilities of the individual companies.

(c) The operator's representative in charge should hold a meeting prior to the drill stem test in order that all persons understand their duties.

(d) Drill stem test flowing of the well should be confined to daylight hours only.

(e) The pulling of drill stem test strings containing any flammable or combustible liquids or gas should be done in daylight hours only.

(f) Lights and electrical equipment should be turned off, whenever possible, during a drill stem test and while coming out of the hole with strings containing flammable or combustible liquids or gas.

(g) Drill stem tests shall be avoided in electrical storms.

(h) The rig floor should not be left unattended during the drill stem test.

(i) In testing formations in which the presence of hydrogen sulfide (H2S) is anticipated, testers and/or their helpers shall have an effective personal H2S monitor, or there shall be an area H2S monitoring head at the well head.

(j) In low hazard H2S areas as defined in Chapter 9, Section 1. of the State of Wyoming Rules and Regulations for Oil and Gas Well Drilling, the special services company employee(s) shall be safety trained in H2S and shall have immediate access to escape breathing devices.

(k) In medium and high hazard H2S areas as defined in Chapter 9, Section 1. of the State of Wyoming Rules and Regulations for Oil and Gas Well Drilling, the following shall apply:

  • (i) Only employees needed to safely perform the drill stem test shall remain at the well head.
  • (ii) All employees involved in the test shall have a pressure demand full face piece airline or self-contained breathing apparatus at their disposal.
  • (iii) The tester shall wear the respirator with the face piece over the face when working in a high hazard H2S area and is on the rig.
  • (iv) Effective H2S monitoring equipment shall be present in low lying areas of medium and high hazard H2S wells.
  • (v) Testers in medium and high hazard areas shall be H2S safety trained.

(l) Applicable portions of Chapter 4, Section 5. of these rules and regulations shall also be complied with when in H2S areas.
