Section 3-1 - Requirements

a. Testers must be so positioned that, during a pull test, the load is on an angle that will approximate the wind guy's working plane, and in as direct a line as possible between the anchor and the well head but not to exceed a 22.50 deviation from the wind guy's working line.

b. Adjustments to the tester or working parts thereof shall not be made while there is a load on the pulling device, except or, miscible

  • ( 1) To adjust the pressure relief valve on a hydraulic tester,
  • (2) As permitted by Chapter II,_Section 1. d. to make pre adjustments of the pull indicator with the Department's dynamometer.

c. Testing shall not be performed until all personnel are behind barriers or other suitable protective measures are taken, including, but not limited to, the placing of distance between the tester and personnel.

d. Protection shall be provided for the operator of the tester and all others involved in the actual test.

  • (1) Barriers, such as expanded metal, shall be attached behind the rear window of cable anchor testers.
  • (2) Guards shall be provided for all hydraulic lines in the vicinity of the hydraulic tester operator.

e. Where hydraulic pull indicators are being used, the indicating unit shall be protected from prolonged exposure to sub-freezing temperatures.

f. Anchors shall not be certified when conditions indicate anchor failure.

  • (1) If an anchor can be held at the required poundage for the required holding period, as specified within these rules and regulations, the anchor shall be certified.
    • (a) Any anchor which creeps in excess of eighteen inches (18") shall not be certified.

g. All wire rope used in anchor testing shall meet the following requirements.

  • (1) All pulling lines shall be visually inspected by a competent person of the service unit daily, and shall be thoroughly inspected once each week when in use, and a record made of each weekly inspection, which shall designate any defects noted. A pulling line shall be removed from service when any of the following conditions exist:
    • (a) When three broken wires are found in one lay of 6 by 6 wire rope;
    • (b) When six broken wires are found in one lay of 6 by 19 wire rope;
    • (c) When nine broken wires are found in one lay of 6 by 37 wire rope;
    • (d) When eight broken wires are found in one lay of 8 by 19 wire rope;
    • (e) When wire ropes not described herein are found to have four percent (4%) of the total number of wires composing such wire broken in one lay;
    • (f) When marked corrosion appears;
    • (g) When corroded or broken wires at end connections are noted;
    • (h) When end connections are corroded, cracked, bent, worn or improperly applied; or
    • (i) When evidence of kinking, crushing, cutting or unstranding are noted.
  • (2) The strength of wire rope pulling lines shall be based upon manufacturer's listing..
  • (3) Every pulling line for anchor testing operations shall have a minimum safety factor of three (3). The safety factor shall be determined by the following formula: Safety = B nomjnal breakin2 point of the wire rope in poun s) Factor. W (calculated total static load in pounds)
  • (4) On any. drum on which a pulling line is wound, the end of the pulling line shall be securely fastened to the drum and there must be a reasonable number of wraps of the line on the drum to eliminate any strain on the fastening to the drum.
  • (5) The number and spacing of U-bolt or equivalent wire rope clips used to splice wire rope or to form an eye in wire rope shall be as follows:
