"Facilities," as that term is used to define candidate in the act and in these rules means that which facilitates or makes some campaign activity possible including, but not limited to: Use of stationery, postage, machines and equipment, use of employees of an entity during working hours, vehicles, office space, room or building, publications of an entity or client list of an entity.
