On or before the 15th day of each calendar month, the operator of each refinery, processing plant, blending plant or treating plant, and/or other plant situated within the state that processes or manufactures a product, except those gas processing plants for which another form is required by §RSA 3.54<subdiv>(a)</subdiv> of this title (relating to Gas Reports Required), shall file with the commission a report covering the operations of the refinery or plant during the preceding month. The report must contain the data and information required to be reported on the form.
