Section 23-1 - General Regulations
Sec. 1. The definitions and meanings of terms shall be as follows:
A. Academic Year. From opening date of school one calendar year to same date of the ensuing calendar year.
B. Campus. All property located in and around Charleston, South Carolina which is owned or leased by the College of Charleston.
C. College. Unless otherwise provided, the College of Charleston at Charleston, South Carolina.
Sec. 2. These regulations apply to the drivers of all vehicles, whether public or private, and are in force twenty-four (24) hours a day unless otherwise provided in these regulations. It is unlawful for any driver to violate any of the provisions of these regulations, except as otherwise permitted by these regulations or by the laws of the State of South Carolina.
Sec. 3.
(a) The driver of any vehicle shall obey the lawful instruction of any College of Charleston Public Safety Officer, and of any official traffic sign properly placed in accordance with the provisions of these regulations except when otherwise directed by a Public Safety Officer. Whenever a particular section of these regulations does not state that signs are required such section is effective without signs being provided.
(b) The Vice President for Business Affairs of the College of Charleston has the authority to cause the signs, signals, and markings necessary to implement these regulations to be erected, established and maintained.
Sec. 4. No person shall, without lawful authority, attempt to or in fact alter, deface, injure, knock down, or remove any official traffic sign or device, or any inscription, shield or insignia thereon, or any other part thereof.
Sec. 5. The President in acting pursuant to the authority vested in him by these regulations, shall exercise his discretion and authority in such a manner as to insure the proper conduct of the necessary business of the College and the effective utilization and control of the available parking areas and facilities on the campus of the College for the benefit and maximum convenience of students, faculty, staff members, and visitors.
Sec. 6. The College shall assume no responsibility for the care and/or protection of any vehicle or its contents at any time while it is operated or parked on the campus.
