Section 210-RICR-30-15-1.12 - Comprehensive System of Personnel DevelopmentA. The EOHHS shall establish and implement a comprehensive system of personnel development including training paraprofessionals, and primary referral sources with respect to the basic components of early intervention and training personnel to coordinate transition services for infants and toddlers with disabilities. Functions of the Rhode Island Comprehensive System of Personnel Development shall include: 1. Recruitment and retention of qualified personnel;2. Increased workforce capacity;3. Professional development and technical assistance for the current workforce;4. Implementation of evidence based practices;5.
