In addition to the requirements of OAR 603-011-1100 and any other import requirements, the following shall apply to the importation of cattle:
(1) The definitions in OAR 603-011-1000 and the following definitions apply to this rule: (a) "Bovine Associated Influenza A Syndrome" means the viral infection in cattle caused by the Highly Pathogenic Strain of Avian Influenza H5N1, resulting in clinical signs including decreased milk production; reduced appetite; thickened, discolored milk; lethargy; fever; and/or dehydration.(b) "Exposed cattle" means any cattle that have been on the same premises as infected cattle or a suspected case.(c) "Infected cattle" means any cattle testing positive for Bovine Associated Influenza A Syndrome.(d) "Suspected case" means a cow exhibiting clinical signs of Bovine Associated Influenza A Syndrome.(2) No exposed cattle, infected cattle, or suspected case may be imported into Oregon.(3) Non-lactating dairy cattle that are not exposed cattle, infected cattle, or a suspected case, but that originate from a state with a suspected case or infected cattle, must be accompanied by:(a) A Certificate of Veterinary Inspection that was completed no more than 7 days prior to importation into Oregon; and(b) A valid import permit issued by the Department pursuant to OAR 603-011-1100(5).(4) Lactating dairy cattle that are not exposed cattle, infected cattle, or a suspected case, but that originate from a state with a suspected case or infected cattle, must be accompanied by:(a) A Certificate of Veterinary Inspection that was completed no more than 7 days prior to importation into Oregon;(b) A valid import permit issued by the Department pursuant to OAR 603-011-1100(5); and(c) Negative test results from an individual or laboratory-pooled PCR test for influenza A virus, performed by a USDA-approved laboratory, on milk samples collected no more than 7 days prior to importation into Oregon.Or.
