Section 142.10 - Contractor compliance reporting(a) State agencies are responsible for determining compliance by contractors with goals established in State contracts.(b) A State agency may determine that a contractor is complying with contract goals set forth in the utilization plan if:(1) the contractor is a certified minority or women-owned business enterprise and is responsible for one hundred percent of the contract performance;(2) the State agency has verified that the contract goals are being achieved with certified, value added enterprises; or(3) a review of contractor compliance reports and the determination of compliance is consistent with procedures or actions described in the State agency's master goal plan.N.Y.
