Section 510.6 - Cost Effectiveness Presumption(a) An Energy Code update shall be presumed to be cost effective if the Net Present Value of Life-cycle Cost Impacts as determined in section 510.3 of this Part plus the Net Present Value of Societal Effects as determined in section 510.4 of this Part is greater than or equal to zero.(b) Existing buildings. A proposed Energy Code update will be presumed to be cost effective in existing buildings subject to the proposed Energy Code update if they are cost effective in new buildings as determined in subdivision (a) of this section.N.Y.
