In the event of any fire or explosion involving any structural damage, fuel-burning appliance, chimney, or gas vent where the building is owned by a village, town, city, or county; the owner shall promptly notify the department of the event. For all other buildings, the chief of any fire department or other officer providing fire-fighting services shall promptly notify the department.
