Each department regional director is authorized to close any bridge subject to this Part which, if in his opinion, based upon inspection or otherwise, if not closed, may constitute a threat to the public health, safety or welfare. When such a closure is required, the regional director shall document the reasons for the closure and transmit such documentation to the bridge owner. The bridge cannot be reopened to traffic without a certification of a professional engineer licensed in New York, that the bridge is safe for public use and travel with legal weights, or if posted, with such posted weights. The party having jurisdiction over the bridge is responsible for providing this certification to the department.
