Chapter 54 of the Laws of 1985 established an industrial access program, and required that the commissioner promulgate rules and regulations establishing criteria for providing assistance under this program, including standards for receiving assistance such as the number of jobs created or maintained by the transportation improvement, the maximum amount of each award and the information that must be provided by the entity requesting assistance. Chapter 54 of the Laws of subsequent years, and most recently 1992, continued the Industrial Access Program and the requirement that rules and regulations be promulgated by the Commissioner of Transportation.
