Section 32.13 - Miscellaneous
(a) The name of the registrant and the name of the insured must coincide.
(b) ID cards shall be issued in the name that coincides to the name on the registration for a specific vehicle. All registration names that may be insured under a policy cannot be listed on the same ID card if such names exceed one organization name or two individual names. However, all of the registration names and all of the specific vehicles must be captured by the issuer and provided to the insurance company to enable the company to successfully submit electronic insurance transactions to DMV in accordance with Part 34 of this Title.
(c) Fleet transactions. When a policyholder has five (5) or more (non-For Hire) or ten (10) or more (For Hire) motor vehicles registered in New York State, the insurance company may use the statement "ALL OWNED VEHICLES" in lieu of a specific vehicle description on each ID card. However, each vehicle must have an ID card issued for it. No other wording except "ALL OWNED VEHICLES" is acceptable in lieu of a specific vehicle description on each ID card. Fleet ID cards must be issued in names that correspond to the registration names for multiple vehicles. For example, if 16 vehicles are insured under a policy and 4 vehicles are registered in the name of ABC CORPORATION, XYZ SUBSIDIARY, SMITH JOHN A and EASY LEASE INC., then 4 sets of ID cards must be issued in the 4 different registration names.

Note: Even though non-vehicle specific ID cards are permitted herein, all specific vehicle, registrant name and all other required information must be captured by the issuer and provided to the insurance company to enable the company to successfully electronically submit mandated insurance transactions to DMV in accordance with Part 34 of this Title.

(d) Retail motor vehicle dealers. An ID card issued to a retail motor vehicle dealer shall contain the wording "DEALER GARAGE AUTO LIABILITY POLICY" or "ALL OWNED AND NON-OWNED VEHICLES-COMPREHENSIVE AUTO LIABILITY POLICY" in lieu of a specific vehicle description. One set of ID cards must be issued for each set of dealer license plates assigned to the dealer by DMV. An ID card shall be placed in each vehicle while it is being driven under the dealer's policy with a dealer plate. An ID card with either notation prescribed in this Subsection shall only be acceptable for obtaining a dealer registration and license plate. An ID card with either prescribed notation is not acceptable for registering a specific vehicle in other registration classes. A temporary ID card (FS-21 or FS-75) is not acceptable for the issuance of dealer registration and dealer plate.
(e) Wholesale dealers and transporters. An ID card issued to a wholesale dealer or transporter for transporter license plates shall contain the wording "AUTO LIABILITY POLICY" in lieu of a specific vehicle description. One set of ID cards shall be issued for each set of transporter plates assigned to the registrant by DMV. An ID card with the notation prescribed in this Subsection shall only be acceptable for obtaining a transporter registration and transporter license plate. An ID card with the prescribed notation is not acceptable for registering a specific vehicle in other registration classes. A temporary ID card (FS-21 or FS-75) is not acceptable for the issuance of a transporter registration and plate.
(f) Faxed ID card. A faxed ID card containing a compliant encrypted 2D bar code is acceptable for registration and insurance processing purposes if it is readable by DMV and otherwise compliant with the requirements set forth in this Part. In order to be readable, the bar code must be large enough to provide sufficient resolution for reading. A faxable bar code may be printed directly on a card or in a manner similar to the documents produced by the DMV developed software in the appendices of this Part. If printers and fax machines used by senders and receivers of faxed ID cards do not provide the required print quality and resolution, such equipment must be replaced for the fax utility to be successfully employed.
