The appropriate fiscal officer of the county or a duly designated representative, shall have the right to audit the accuracy of the payments, distributions and remittances made in accordance with this agreement, upon request, but not more frequently than once in each calendar year at a time agreed upon by the commissioner and the State Comptroller.
