Section 24.3 - Issuance of registration and plates
(a) Upon the submission of an application for registration and upon the submission of proof of a severe disability, certified by a physician or podiatrist, to any issuing office, the commissioner shall issue a motor vehicle registration and one set of registration number plates with a distinctive number and a distinctive mark to distinguish them from number plates to be issued to other applicants. A physician or podiatrist shall refer to a medical doctor (MD), Doctor of Osteopathy (DO) or Doctor of Podiatric Medicine (DPM). A podiatrist may certify only those conditions which he or she treats in the course of the practice of podiatry as defined by section 7001 of the Education Law.
(b) The fee for the issuance of a registration and registration number plates for severely disabled persons shall be the fee required to be paid for vehicle registration. There shall be no special fees.
(c) Such registration and registration number plates for severely disabled persons shall only be issued on vehicles subject to registration under subdivision (6) of section 401 of the Vehicle and Traffic Law. Plates issued pursuant to this Part shall not be issued to motor vehicles used for commercial purposes. Such plates may be assigned to a van or pickup truck if such motor vehicle is not used for commercial purposes.
(d) Additional sets of plates for persons with disabilities may be obtained if the following conditions are satisfied:
(1) the registrant is eligible to receive plates for persons with disabilities;
(2) another member(s) of the registrant's family resides with the registrant and also qualifies as a person with severe disabilities;
(3) the registrant has more than one motor vehicle registered in his or her name; and
(4) the disabled member(s) of the registrant's family is a licensed operator(s) and is the usual operator of the additional vehicle(s).
