(a) A motor vehicle registered as an historical motor vehicle can only be operated upon the public highways as an exhibition piece or collector's item and used for participation in club activities, exhibits, tours, parades, occasional transportation and similar uses. It cannot be used for general daily transportation.(b) Historical plates may be used on a non-owned unregistered motor vehicle that would qualify for historical registration and which is operated on the public highways by the registrant or his agent only for the purpose of test driving in anticipation of possible purchase. A motor vehicle that would qualify for historical registration is one that was manufactured more than 25 years prior to the current calendar year or a specific year's make or model that has been previously approved by the Department of Motor Vehicles for historical registration based on unique characteristics.N.Y.
