The commissioner of finance, or his duly designated representative, shall have the right to audit the accuracy of the payments, distributions, and remittances made to him pursuant to this agreement upon his request, and not more frequently than once in each calendar year at a time agreed upon by the Commissioner of Motor Vehicles and the State Comptroller.
