Section 16.4 - Applications

(a) Applications for assignment of a special number plate must be made upon a form prescribed by the commissioner. All such applications shall be date-stamped upon receipt. In the event the issuance of a particular special plate is requested by more than one applicant, the plate shall be issued to the person whose application was first received, except as provided in subdivision (b) of this section.

(b) In reserved series, the commissioner may establish a different method of issuance than that in subdivision (a) of this section, based upon seniority, accreditation or other criteria or qualifications established for the appropriate group.
