Section 15.13 - Agreement controlling and determinative

(a) The Commissioner of Motor Vehicles and the commissioner of finance agree that this agreement shall be exclusively controlling and determinative of the respective authorities, responsibilities, duties, obligations and liabilities of the respective parties with respect to the collection, administration, custody, remittal and enforcement of the tax as imposed by the City of New York pursuant to the code.

(b) This agreement shall be construed in accordance with the laws of New York State and New York City, including all future amendments thereto. In the event of any conflict between this agreement and any such law, the law shall supersede this agreement, but any provision of the agreement not affected by such conflict shall remain in effect.
