Section 21.1 - Application(a) This Part applies to the trade, occupation and process of cleaning the windows of the public buildings which are subject to the provisions of section 202 of the Labor Law; it applies also to the owners of such buildings, to the cleaners and their employers, and to all persons providing equipment required by this Part.(b) For the purpose of applying this Part in accordance with the provisions of section 202 of the Labor Law: (1) the term multiple dwelling as therein used is construed to mean and include every building within the definitions of "multiple dwelling" set forth in the Multiple Dwelling Law and the Multiple Residence Law;(2) the phrase stories in height is construed to mean the number of stories of height using the word "story" as defined in the Multiple Dwelling Law and the Multiple Residence Law and including as the first story the one whose floor level is at or next above the lowest level of the adjoining ground;(3) the word building is construed to mean a part of a building as well as an entire building, so that a distinct part of a building having a characterizing occupancy, such as a factory, mercantile, or residence occupancy, constitutes a building having such occupancy in all respects as if it were a separate structure.N.Y.
