Due to the frequent development of new medical technologies involving in both medical equipment and health services, it is necessary and appropriate in order for the department to carry out its responsibilities under article 28 of Public Health Law and to assure that such equipment and services will be of a high quality, of adequate safety, efficiently provided at a reasonable cost and properly utilized, to evaluate the medical efficacy, cost effectiveness and efficiency of and need for such equipment and services before such equipment and services may be considered as usual, customary and generally accepted modalities of providing patient diagnosis, care, treatment or other health services in medical facilities.
