All certificates of public convenience and necessity issued by the commission previous to the effective date of this rule shall continue in full force and will have the same force and effect as the certificates of registration described herein. Holders of certificates of public convenience and necessity who wish to stop providing continuous and adequate service to the public must first comply with the provisions of this rule before discontinuing providing telecommunications service.
